2026 midterm elections: control of Congress, the generic ballot, and when results become official

A midterm election is the federal election held halfway through a four-year presidential term. Every one of the 435 seats in the U.S. House of Representatives is contested, roughly one third of the 100 seats in the U.S. Senate are up for election, and most states choose a governor and state legislature on the same ballot. The presidency itself is not on the ballot.

Midterm outcomes depend on how single-member district maps and staggered Senate terms interact across all 50 states. House majorities require 218 seats across 435 individual district races, while Senate majorities require 51 seats (or 50 with the Vice President's tie-breaking vote) drawn from the 33 Class II seats up for election alongside any mid-term special elections.

How is control of the House and Senate decided in a midterm?

Control of each chamber goes to the political party holding a majority of its seats: 218 of 435 in the House, and 51 of 100 in the Senate (or 50 seats plus the Vice President's tie-breaking vote). All 435 House seats are contested every two years. The Senate is divided into three staggered classes, and the class on the ballot in 2026 is Class II, whose terms expire at the end of the 119th Congress under the Class II roster. That puts 33 regular Class II seats on the ballot, alongside any special elections required for seats vacated mid-term.

Party majorities include independent members who officially caucus with a party. Consequently, an independent senator can determine control of the chamber without being listed as a member of either major political party.

If leadership of a chamber remains ambiguous during initial vote counts, formal control resolves when the newly elected body convenes: the House elects its Speaker, and the Senate selects its President pro tempore.

When are the 2026 midterms, and when do results become official?

The 2026 midterm elections take place on Tuesday, November 3, 2026. Under 2 U.S.C. 7, federal law mandates that congressional elections occur on the Tuesday next after the first Monday in November in every even-numbered year. The newly elected 120th Congress formally assembles at noon on January 3, 2027, as required by Section 2 of the Twentieth Amendment, unless Congress establishes a different date by law.

State authorities and local election boards certify vote tallies in the weeks following election day. Where close contests trigger recounts or post-election runoffs, final certifications extend through December.

The new Congress takes office on January 3, 2027, and official national election statistical summaries are subsequently published by the Clerk of the House.

How often does the president's party lose seats in a midterm?

The president's party historically loses House seats in midterm elections, holding true in six of the eight midterms between 1994 and 2022 according to the Party Divisions of the House of Representatives historical records. The two modern exceptions occurred in 1998, when Bill Clinton's Democrats gained four seats, and in 2002, when George W. Bush's Republicans gained eight seats. In the remaining six midterms during that span, House seat losses for the president's party ranged from 9 to 64 seats.

The Senate record exhibits greater variability because only one third of the chamber is up for election in any given cycle. According to the Senate Party Division record, the president's party lost Senate seats in four of those eight midterms, gained seats in two, and held level in 1998; the Senate's record states 2022 as seats won rather than a net change, because four independents sat in the 118th Congress.

Because Class II seats are concentrated in specific geographic regions and political environments, continental shifts in the national mood do not always translate into linear seat changes in the Senate.

What is the generic ballot, and how well does it predict the House?

The generic ballot is a standardized polling question asking respondents whether they plan to vote for a Democratic or Republican candidate in their local House district, without naming specific individual candidates. The national aggregate it reflects is the overall House popular vote, representing every vote cast nationwide for Democratic House candidates against every vote cast for Republican candidates.

These national vote totals become official when compiled by the Clerk of the House, a publication duty dating back to 1920 in the Election Statistics series.

While the generic ballot measures overall national sentiment, a party can win the national House popular vote and still fail to capture a majority of seats. Because Representatives are elected in 435 individual single-member districts whose geographic boundaries are drawn by state governments, the distribution of voters across districts exerts a strong influence on final seat counts.

Frequently asked questions.

Which Senate seats are up in 2026, and why does the map matter?

Class II seats are up for election, comprising 33 of the 100 Senate seats, alongside any special elections for seats vacated during the 119th Congress. The Senate map determines which party faces greater electoral defense: a party can only gain seats in states where the opposing party is defending an incumbent seat.

How does redistricting before the midterms change the House map?

Because state legislatures and commissions draw congressional district lines, enacting new maps between census cycles reshapes district demographics and partisan leans prior to voting. Map changes adopted by states like Texas, North Carolina, and Missouri alter the competitive landscape for specific House seats.

How many seats does each party need to control the House and the Senate?

A party needs 218 seats to hold an absolute majority in the 435-member House of Representatives. In the 100-member Senate, a party needs 51 seats for an outright majority, or 50 seats if its party holds the Vice Presidency, as the Vice President casts tie-breaking votes.

Do midterm markets settle on election night?

No. Unofficial results and media calls are reported on election night, but official vote counts are finalized as state and local election authorities complete formal canvassing and certification through November and December. Final official nationwide vote totals are compiled when the Clerk of the House publishes the election statistics report.

Are governor races part of the midterms?

Yes. Thirty-six states hold gubernatorial elections alongside congressional midterms on the November ballot. While these state executive races share the election day calendar, governors are elected to state-level offices independent of congressional majorities.

How are independents counted toward congressional control?

For structural organization and committee assignments, independent senators and representatives who caucus with a major political party are counted within that party's voting total. An independent's choice to caucus with Democrats or Republicans directly determines which party reaches the majority threshold.
